God gives us free will. God does not choose who goes to heaven and who goes to hell. If he created people without the choice to go to heaven that would mean he is not a loving God. The Bible says God is love, he is not a respecter of persons.

John 3:16 For God so loved the world that he gave his one and only Son, that WHOEVER believes in him shall not perish but have eternal life
Revelation 3: 20 Here I am! I stand at the door and knock. If ANYONE hears my voice and opens the door, I will come in and eat with that person, and they with me.
Romans 10:13 For “EVERYONE who calls on the name of the LORD will be saved.” English Standard Version For “everyone who calls on the name of the Lord will be saved.
Acts 2:38 Peter replied, “Repent and be baptized, EVERY one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift.
Romans 10:9 If you declare with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved. –notice this does NOT say “if God chooses you, you will be saved.”
Genesis 2:16 And the LORD God commanded the man, “You are free to eat from any tree in the garden; 17 but you must not eat from the tree of the knowledge of good and evil, for when you eat from it you will certainly die.” This shows that from the very beginning God gave people free will.
If you don’t believe in free will, then you must believe that God forces people to sin and that they have not choice but to sin. The Bible says this is not true.
